Técnicas Reunidas Saudi Arabia is looking for an experienced Sr. Technical Safety Engineer to join our HSE Engineering Department and support major Oil & Gas, Petrochemical, and Industrial EPC projects.

✅ Experience: Minimum 12 Years
✅ Industry: Oil & Gas / Petrochemical / Refinery / EPC Projects
✅ Department: HSE Engineering

Key Responsibilities
✔ Prepare and review Technical Safety & Environmental engineering deliverables, including HSE Management Plans, HSE Philosophies, Specifications, Hazardous Area Classification, SIL Studies, BAT/ALARP Studies, Noise Studies, Emission Modelling Reports, and Safety Equipment Specifications.
✔ Lead and facilitate risk assessment workshops, including:
HAZOP
HAZID
SIL Determination
ALARP
ERP
Bow Tie
ISD Reviews
Construction HAZID
3D Model Reviews
✔ Perform and review QRA, FESA, COMAH, Consequence Analysis, and other risk assessment studies.
✔ Develop and review radiation and dispersion modelling using FLARESIM and similar software.
✔ Prepare technical specifications, RFI/RFP packages, and conduct Technical Bid Evaluations (TBE).
✔ Monitor project budgets, man-hours, schedules, and deliverables while ensuring high-quality engineering execution.

Requirements
🔹 Bachelor's Degree in Chemical Engineering or equivalent.
🔹 Minimum 12 years of experience as a Technical Safety Engineer within EPC or Engineering Consultancy companies.
🔹 Extensive experience in the engineering design of Oil & Gas facilities.
🔹 Strong knowledge of:
Hazardous Area Classification
SCE/PS
EERA
FERA
Loss Prevention Studies
Quantitative Risk Assessment (QRA)
🔹 Hands-on experience with:
PHAST
FLARESIM
ALOHA
EFFECTS
ExSILentia
🔹 Thorough understanding of international standards and regulations: NFPA, EPA, NIOSH, ISO, ASME, API, IP, and related industry standards.
🔹 Ability to work independently with minimal supervision and manage multiple project activities.
Preferred
⭐ Experience facilitating HAZOP, HAZID, SIL, ALARP, and ERP workshops.
⭐ Brownfield and Onshore Facility project experience.
⭐ Knowledge of Russian Normative standards is an added advantage.
