1. Supervises employees on shift.
2. Transmits orders to subordinates and maintains discipline.
3. Serves as Fire Protection Division representative for the assigned area; advises local Government officials, committees or other meetings on firefighting or fire prevention matters.
4. Supervises, coordinates, and directs activities of fire captains assigned to a specific fire station; assigns daily tasks.
5. Assumes command or initiates the incident command system at fire alarms and determines, from observation (size-up), nature and extent of fire, condition of building, danger to adjacent building, source of water supply, strategy and tactics to control or mitigate the situation; directs emergency crews accordingly.
6. Assumes command or initiates the incident command system at rescue alarms and determines, from observation (size-up), nature and extent of situation, strategy and tactics to remove and rescue persons from immediate hazards; and directs emergency crews accordingly.
7. Assumes command or initiates the incident command system at other alarms such as spills or leaks of hydrocarbon, chemical or hazardous materials and determines, from observation (size-up), nature and extent of situation, strategy and tactics to control or mitigate the situation; and directs emergency crews accordingly.
8. Establishes and maintains effective working relations with the Personnel of the Division, Company officials and the general public.
9. Assists in the development and maintenance of an effective system of records and reports of alarm responses, fire reports, personnel actions, fire inspections, and station, apparatus, equipment and hose
Maintenance and testing:
10. Acts as safety officer, in so directed, at the emergency scene.
11. Assists the Division in the development of long range plans for the operations and equipment requirements of the Division.
12. Plans, formulates and develops minimum standards of training and technical competence for fire officers and firefighters.
13. Designs, plans, supervises and/or conducts a variety of on-shift in-house training programs to teach subordinates the latest firefighting methods, fire behavior, equipment operation, rescue procedures, hazardous materials mitigation, incident command, and related subjects. Conducts periodic drills to maintain and evaluate standards of proficiency for both officers and firefighters.
14. Plans or coordinates a variety of in-company training programs to teach members of ERT or plant operators the latest firefighting methods, fire behavior, equipment operation, rescue procedures, hazardous materials mitigation, confined space awareness, and related subjects. Conducts periodic drills to maintain and evaluate standards of proficiency.
15. Evaluates efficiency and performance of personnel. Initiates actions to maximize performance and/or correct unacceptable performance of assigned personnel.
16. Reviews reports and records of Division activities and operations and takes appropriate action when required to assure they are effective.
17. Maintains quarterly inventory of all apparatus, equipment and supplies.
18. Inspects stations house, building grounds and facilities, and examines fire trucks and equipment to ensure compliance with Company and Division maintenance standards.
19. Enforces compliance of Company and Department safety policies, procedures, and FPD 'Loss Prevention Program' to ensure a safe work environment for all assigned personnel.
20. Administers Company's Personnel Division policies and procedures.
21. Plans and conducts practice drills or exercises to determine effectiveness of pre-incident plans.
22. Determines and supervises the use of appropriate rope, equipment, and accessories to perform confined space and other rescue. This rope, equipment, and accessories must be rated at the required strength as recognized by international standards to support rescuers and injured personnel.
23. Determines the need for and deploys assigned resources to operations involving water/foam tanker supply, drafting, relay pumping, or tandem pumping procedures to supply other apparatus or mitigate
Emergency situations:
24. Deploys elevated master fire streams utilizing aerial and elevated platforms.
25. Aids in the mitigation of emergencies, as directed by supervisory personnel, under the jurisdiction of outside agencies.
26. Communicates with dispatchers and superior officers utilizing mobile electronic communication equipment during emergency situation and routine daily activities. Communicates at the emergency scene utilizing radio, voice, or hand signals.
27. Interprets acute medical symptoms requiring immediate care during emergencies and directs or administers basic first aid life support procedures (CPR).
28. Identifies and reacts, with emergency scene safety paramount, accordingly to the potential hazards of confined spaces, fire, explosives, chemicals/hazardous materials, electrical shock, structural hazards, fast moving vehicles, cave-ins, elevated operations.
29. Inspects, cares for, cleans, and maintains personal protective equipment; protective clothing and self-contained breathing apparatus.
30. Uses personnel protective equipment, self-contained breathing apparatus and abides by the incident Command System to enhance personal safety by reducing exposure to hazardous materials and infectious diseases.
31. Determines the need for and deploys assigned resources to support sprinkler, standpipe, and other fixed fire protection systems during emergency situations.
32. Determines the need for and deploys assigned resources to supply water, foam, or specialized dry chemicals to support special nozzles, high expansion foam generators, in-line educators, pressure proportioning systems, dry chemical systems, or portable and fixed monitors.
33. Evaluates and projects training requirements to meet divisional training goals.
34. Visits, on a routine basis, operating facilities to observe operating conditions and status of controls.
35. Conducts flow tests on firewater systems and measures capacity of drainage systems.
36. Directs routine preventive maintenance tests, inspections, and servicing functions on the systems and components of emergency apparatus.
37. Receives and reviews FPD maintenance and inspections forms; ensures correction of any defects.
38. Directs, conducts or participates in weekly safety/communications meeting; communicates new Company/Department policies, safety issues, or other relevant information to assigned personnel.
39. Conducts post-incident analysis to evaluate and identify positive and negative aspects of the response.
40. Administers and implements the recommendations resulting from post incident analysis.
41. Identifies emergency situations that may need stress debriefing.
42. Provides fire and safety educational information and lectures to Company and community organizations and schools. Works closely with community residents to promote fire prevention.
43. Directs and participates in fire prevention inspections of Company facilities; advises proponent on fire prevention matters.
44. Supervises fire drills, station tours, and equipment demonstrations to promote Company and community good will.
45. Supervises facility inspections of fixed fire suppression systems and fire safety equipment and recording of infractions of fire protection equipment in accordance with GI 1781.001. Receives and processes records of inspection results identified on 'Fire Protections Equipment Inspection Report' (form 5466).
46. Supervises and directs the inspection and maintenance of fire extinguishers, associated fixed fire systems, hose nozzles, monitors, deluge sets, respiratory protective gear, salvage and rescue equipment.
47. Observes testing and inspection of existing and new fire protection equipment, recommends any corrective action.
48. Participates in conferences and seminars on fire administration, prevention, suppression and public fire safety education to maintain a continuing level of professional and technical competence.
49. Coordinates test and inspection programs on existing and new equipment and facilities which include sprinkler systems, hose inspections, fire doors, flood systems, fire detection and alarm systems, water supply form equipment, as well as all other types of first aid and firefighting equipment. Prepares report and recommends corrective action for any hazards or non-standard conditions found.
50. Develops pre-incident (emergency operations plans) for large, complex, tactically significant occupancies, including hazardous materials facilities.
51. Conducts on-shift training and periodic drills to maintain and evaluate the effectiveness of pre-incident plans.
52. Responsible for daily adjustment of personnel assignments to accommodate scheduled and non-scheduled leaves.
53. Coordinates shift vacation schedule.
54. Assists in planning and implementing Company and public fire safety education programs.
55. Administers established FPD physical exercise programs and maintains personal physical fitness.
56. Performs cause determination procedures at fires and other emergencies and recommends preventive or corrective measures.
57. Maintains confidentiality of Fire Protection Department matters.
58. Mentors, coaches, and develops subordinates and peers.
59. Supervises standby procedures required of a fire watch.
60. Performs duties of the next highest rank in the absence of a person in that rank, as needed.
61. Performs other miscellaneous duties as directed by the supervisor.
62. Maintain Fire Equipment Readiness.
63. Update and follow up to close all fire apparatus deficiency.
64. Develop and improve the Drills By correcting and practicing for Area of improvements.
65. Conduct in house training and drill for Fire Crew and ERT Members and keep record.
66. Maintain Safety Meeting, Records and encourage Fire employees to share in safety program.
67. Update inspection deficiency and maintain Record on SAP System.
Requirements:
Minimum Qualifications (degree, training, or certification required)
Degree :
Bachelor degree with (7) years of experience in Fire Protection Division.
Diploma, or equivalent. with (13) years of experience in Fire Protection Division.
