Main Responsibilities:

A. Shareholder & Financial:

Implement QNB’s data governance framework aligned with strategic initiatives and compliance standards.
Ensure compliance with QCB mandates on data sovereignty, classification, and protection.
Support the effective and compliant utilization of data assets to optimize business outcomes and mitigate risks.
Contribute to cost efficiency by promoting data reusability, accurate reporting, and effective data lifecycle management.
Operationalize data stewardship and ownership structures to ensure accountability for data policies.
Develop and track KPIs to measure the effectiveness of data governance initiatives.
Collaborate with IT to embed data governance requirements into data architecture.
Promote a data-driven culture by advocating best practices across the organization.
Conduct regular audits and assessments to ensure compliance with internal policies and external standards.
Facilitate communication among stakeholders to align objectives and resolve conflicts.
Implement KPIs and best practices for the Assistant Vice President, Data Governance.
Promote cost-consciousness, efficiency, and productivity to optimize benefits and minimize waste.

B. Customer (Internal & External):

Collaborate with business, risk, compliance, and IT teams to embed data governance responsibilities, including establishing data stewardship councils and workshops.
Lead engagement with stakeholders to identify, document, and classify critical data elements, including data lineage and documentation.
Develop and deliver training programs on data governance, GDPR, and data ethics tailored to different organizational levels.
Support customer-centric data policies ensuring trusted, accurate, and compliant data exchange—implement data-sharing agreements and privacy measures.
Assist customers with queries related to bank products and seek solutions to their requests.
Maintain activities according to SLAs, aiming to improve turnaround times.
Build strong relationships across departments to achieve organizational objectives.
Provide accurate data to auditors, compliance, financial control, and risk teams as required.

C. Internal (Processes, Products, Regulatory):

Define and manage metadata standards, business glossaries, and data dictionaries for key data domains.
Establish and facilitate Data Governance Councils and Stewardship Committees.
Support the implementation of governance tools for cataloging, lineage, and policy enforcement.
Ensure governance checkpoints in data integration, reporting, and transformation processes.
Monitor compliance through audits and assessments.
Develop and maintain data issue management processes for quality and governance issues.
Promote a culture of data governance value across the organization.
Collaborate with IT to integrate data security measures into governance frameworks.
Establish metrics and KPIs to evaluate governance effectiveness.
Regularly update governance documentation to reflect regulatory and organizational changes.

D. Learning & Knowledge:

Stay updated on local (QCB, NDCP) and international (GDPR) regulatory developments.
Conduct training sessions and workshops on evolving standards and best practices.
Foster knowledge-sharing and develop learning resources.
Engage with external experts on emerging trends in data governance.
Support data literacy initiatives and awareness campaigns.
Gather stakeholder feedback to refine policies and procedures.
Promote transparency and accountability regarding data governance.
Pursue ongoing professional development and stay current with industry developments.
E. Legal, Regulatory, and Risk Management
Ensure full compliance with QCB regulations, including classification, localization, and retention.
Support adherence to NDCP guidelines, including sensitive data tagging.
Enforce GDPR and internal data security policies.
Maintain audit trails, ownership logs, and compliance dashboards.
Conduct risk assessments and audits to identify vulnerabilities.
Collaborate with legal and compliance teams on regulatory updates.
Develop and enforce data governance policies aligned with legal requirements.
Provide training on compliance responsibilities.
Establish incident response procedures for data breaches or violations.
Engage with auditors and regulators during inspections.
Conduct periodic reviews of governance frameworks to ensure relevance.
Report on compliance metrics to senior management.

F. Other:

Maintain confidentiality and integrity of data across governance activities.
Support investigations and root cause analysis related to data issues.
Handle ad hoc requests from internal committees, regulators, and management.
Uphold professional standards to protect QNB’s reputation.
Perform any other duties assigned by management.

Qualifications & Experience:

Bachelor’s or Master’s degree in Information Management, Data Governance, Risk Management, or related fields.
Minimum 10 years of total experience, with at least 5 years in data governance roles within banking or regulated sectors.
Proven experience designing and operationalizing data governance frameworks, metadata management, and business glossaries.
Strong knowledge of QCB directives, NDCP guidelines, GDPR, and related regulations.
Excellent stakeholder engagement, communication, and training skills.
Experience conducting audits, ensuring compliance, and managing data governance projects.
Demonstrated ability to lead cross-functional initiatives from inception to completion.
